I have bought a rug from a seller who has sent something that is nothing like the picture. They have flippantly said I need to return it at my cost. Why are sellers getting away with doing this?
I have told EBay the rug hasn’t arrived as the one in the advertisement hasn’t BUT an inferior one has arrived. Does that mean EBay is going to rule in the sellers favour?

As long as you open the correct case within 30 days of the delivery date you will get a full refund. So start a return on here:

select "Doesn't match description". You will receive a postage label paid for by the seller. If necessary escalate the case to eBay after 3 complete working days.

No, but it's just another example of why eBay should never have allowed sellers to copy and use other sellers' photos.
If you open a case and follow the procedure carefully eBay will accept your word that it isn't as described. Escalate the case if necessary and don't be talked into closing it for any reason, or let the seller string you along with promises until the time limit expires.
I trust this was a UK seller, or at least that the rug was located in the UK? If not, ask here again if any problems.

You will lose your item not received case if your seller has tracking showing delivery but you can then open one for item not as described.
