Both ebay and the seller refuse to help me with my refund

There must be a reason ebay are not helping.   You have to follows their T&Cs.   For instance cases have to be started within 30 days of the actual or estimated delivery date.   If it's past that it will be too late but you can still contact your payment provider and ask about a refund.

This is recently, I ordered a watch but the watch that was delivered to me
was the wrong one, I tried to use the sellers return form app but my
local post office couldn't scan it, so I paid return postage out of my
own pocket tracked back to the seller in Australia but even after
showing them my postage tracked receipt the seller won't refund me and
ebay keep telling me to use the sellers return app which the post office
couldn't scan I'm just going around in circles with me ££100 pounds out of
pocket with no watch or refund.

You can receive different answers from different agents unfortunately,  when reaching out to Customer Services.

 

Contact them again,  but do so only very first thing in the morning at 8 a.m. on weekdays and 9 a.m. on weekends,  as there's more chance of Dublin answering,  speak only to them.  It's a Call Back system,  so you'll hear if it's the dulcet tones from the Emerald Isles!  Explain what has happened provide the new tracking number you used which shows  ( hopefully) delivery of the item back to the seller in Australia.

 

This is the easiest and quickest way to contact eBay Customer Services, for a Call Back option.

Can you confirm that you opened a return case through Ebay within 30 days of receipt of the watch?

You say you have proof of sending.  Does the tracking show that the item has been delivered to the seller?

If you started your return via Ebay within 30 days, and you sent the watch back using a tracked method, and the tracking now shows delivery back to the seller, then contact Ebay Customer Services.

Explain that you used your own postage.  Get them to change the tracking details on the case and, hopefully, they will arrange for the seller to refund you.

Yes opened a return same day as delivery and used ebay return qr code tracked and seller has acknowledged receipt of item but opened a case falsely accusing me of scratching item and missing links to bracelet

That is a different issue.

You will just have to wait for Ebay to decide whether the seller has to issue you with a full refund.
