Received empty parcel

I got an empty parcel for my order. I engaged the seller, they felt sorry and informed me that another order is on its way to me but I still have doubts. Meanwhile, I had already contacted Ebay who had helped initiating a return request. The seller is now requesting that I close my return request. What's your opinion?

Don't close it, if you do you won't be able to re-open it or open a new return for this order.

Return the empty packaging and get a refund.
