eBay will pass on recall notices to buyers, but only for information; any responsibility will rest with the seller or manufacturer.
The recall notice should tell buyers what action to take. This normally means returning the original item to the seller or manufacturer. If it instructed you to return it to the seller you could try reporting your experince to the manufacturer. If you still have proof of purchase they might still refund you.
Otherwise I doubt you will get your money back. Even your payment provider would normally require online tracking proof of return, which if you were sent a fake label you presumably can't provide.
