Problem with seller payout

Sent an item 14 th, February and buyer recieved it 2 days later. Sent it tracked by Royal Mail. They don’t seem to have updated their system so eBay saying still not delivered. I can’t have my money because of the new ruling. What can I do. Have tried to contact eBay and it’s a 2 hour wait to speak to someone. Why can’t I talk to an eBay agent online. It’s a joke ebay. Probably won’t be using them again.

The ebay tracking is having issues, and many outside delivery services are also experiencing issues so not all tracking is being updated.You may have to wait 14 days if ebay can't release your payments
