Lines open between 8 a.m. to 10 p.m. on weekdays.

9 a.m. to 6 p.m. on weekends.

I recommend contacting CS very first thing in the morning, when the lines first open,  as there's more chance of Dublin answering.

You can try contacting eBay customer support and I hope they can resolve your problem, but they won't close your husband's account on your say-so. eBay's rules on privacy may mean that they won't even discuss his authority to use the email account he has registered with eBay.

I take it that you have changed the email account password, which will at least prevent him from sending or replying to emails. If eBay doesn't prevent him from using this email account,  in the last resort you may even have to close it. Good luck anyway!
