Twice - 1st last week and now today another offer to buy an item but both times accepted and both times they have not paid or eBay stating there’s a problem with their funds. This is really annoying and messing me about, i thought eBay had rules that they would take the funds immediately upon acceptance from the seller- what can I do?

During the listing (or revising) process you have to select "Require immediate payment when buyer uses Buy it now" just below the Buy It Now price.
For the non-payers issue non-payment cancellations after 4 days and put their ID on your blocked bidder list:

When listing it does pay to read what you are selecting and what you are not selecting.
I always avoid using the immediate payment required and have had no problems with this since introduced.
The one benefit it can have is that item is still for sale until paid for, so does not waste sellers time, in having to wait 4 days to cancel sale for non payment and relist.
