You need to open a case for item not as described, to start the process for your refund,  and for the seller if they wish to receive their item back first,  they need to provide that tracked return postage label.

If you are still within 30 days of the item's last estimated date for delivery you are guaranteed a full refund,  under eBay's 30 day MBG,  Money Back Guarantee policy.

Just proceed this way:

You have received an item not as described,  go right of the item in your Purchase History and from More Actions select... Return this item selecting the reason Item Does Not Match Description or Photos.

The seller needs to accept this case within 3 days and refund,  if they want their item back first , they need to pay for that fully tracked return postage, then on receipt of their item they have 48 hours to refund you.  If they don't ,  need to escalate the case,  ask eBay to step in, and they'll force the refund.

Never listen to any excuse or promise from the seller to close the case early,  and do not forget to escalate.

case and the customer offered a ten offer and an alternative which is less
money and not a good make so I declined and heard nothing since.

When did you start the return?
If you don't go back to the open case, it closes after a period of time.

As long as the case is still open, you have to go back to it and the option to ask Ebay to step in should be there.

They will make the seller send you a label or will refund you from the seller's money.

You will not find the option to escalate the case,  until 3 full days have passed from when you opened the case.

It's exactly 3 x 24 hours,  timed to the second,  so you may be looking a little too soon to escalate,  to ask eBay to step in.

When did you open the return?

A date would be really useful to those that are trying to help you.

It could be you are too late and the case is closed or you have not given the seller time to respond.
