I Sent the wrong item to the wrong person x2 one has contacted me to let me know the mix up but the other hasn’t and won’t reply to messages. What can I do??

Ask the one in touch to open a not as described case on ebay to get a refund after return.
For the one not in touch do nothing unless they contact you or open a case.

The one not in touch has received the more expensive item. So I’m gonna be out of pocket unless I can get him to do the same & return the item.

No way to force buyer to do anything.
You could of course get legal advice, but suspect legal action would be expensive, with no guarantee of success.
