Mis leading product purchase

I purchased a Hoover Junior vacuum cleaner, which the seller stated that it had been Pat Tested, when I  tried to use it the device was not picking up. Upon closer inspection I discovered that the motor section was congested with packed fluff and dust. ( see photo) as were the associated chambers to the dust bag.

Cleary this machine had never been tested and was a fire risk for a potential user.

Having contacted the supplier and sent supportive photos, they offered a refund, I replied that to return it would be difficult for me, also I have reservation of them selling it on to some other wary customer.

I have tried to bring this to the attention of E- Bay who do not seem to become involved.

Please can anyone advise me to  progress this complaint.

There is no realistic way to do that.  EBay will not be interested or get involved.  There is absolutely no need to contact the seller or send him photos.

If you want a refund [and you should, in my view] then you must open a "not as described case" [provided you are within 30 days].  You do that from the purchase listing.  You attach one or more photos there but I doubt any human looks at them.  It is all pretty automatic.

The seller then sends a label and you return the item; seller then refunds.

By eBay's rules you must use the system and return. No return = no refund I'm afraid.

I note your reservations but you must use the system and not something arranged between yourself and seller

The way to warn future buyers is to leave appropriate feedback about the condition of the Hoover when you received it.  But don't get carried away, keep it short and factual - long comments often end up including something that's not allowed to be said, when the seller can ask eBay to remove it.

As has been said, to get a full refund (with the seller also being responsible for the return postage) you need to use eBay's money back guarantee, see: https://pages.ebay.co.uk/ebay-money-back-guarantee/

As for the next buyer, it's up to them - just as it is up to you - to use eBay's procedures to claim a refund. Also to be aware that eBay actually warns buyers in the user agreement that they don't guarantee the quality of items sold here, that they will be truthfully described, safe or even legal. Would you have bought from a shop that stated this? eBay is a jungle.

Re: Mis leading product purchase

A PAT test does not prove an item is working, it proves that an item is electrically safe to use. Eg no damage to power cord or faulty wiring etc. It does not gaurantee that as in this case the hoover may have dirt ingress. There  is also no legal reason within the UK for PAT testing, although most business's do carry this out.
