A PAT test does not prove an item is working, it proves that an item is electrically safe to use. Eg no damage to power cord or faulty wiring etc. It does not gaurantee that as in this case the hoover may have dirt ingress. There  is also no legal reason within the UK for PAT testing, although most business's do carry this out.
