Incorrect VAT fees

I recently accepted a “buy it now” price for goods being traded within the UK  which stated postage and VAT were included in the price but the Seller has charged me additional VAT. Is this correct or are they just trying to top up their funds…?

Sellers can't up the price.

What was item number, easier to reply with full info.

Even with an item shown as located within the UK, if either the buyer or seller uses an eBay  account that is or has been Registered outside the UK  site at any time, it will automatically trigger an additional UK 20% IMPORT VAT  fee payable to HMRC/UK Government >
