VAT Fraud - how do I report?

I have bought several items from a seller who has 20k listings and 33k items sold, I asked for a VAT receipt and this alledged UK company says - "No VAT sorry" so location fraud and VAT fraud but ebay say to write to them about it - like in a letter - any way to report?

Do they show as VAT registered on their listings? If their turnover is below the VAT registration threshold (as long as they are a UK company) then they don't have to be registered. Or can you see that their rolling turnover is above the threshold?

Chinese company stating uk stock but 3 days handling and 4 days shipping
