I have bought a item from Ebay and the postage was empty when it arrive. I have made claim with PayPal therefore ebay close my claim. I don't know if PayPal doesn't pay would I able to claim through ebay. The item was 550

You should have opened ebay case 1st, if not sorted you could have gone to PayPal.
Because you went to PayPal 1st, ebay won't allow case.

No you wont be able to make a claim with eBay
Once a Paypal claim has been opened an eBay case is not possible.it's always best to open an eBay claim first as if that is lost a Paypal claim can then be opened but not the other way round

If Paypal refuse your claim, you will not be able to get a refund through Ebay.

PayPal has a proper appeals procedure buyer protection if anything goes wrong and unlike eBay is regulated by the financial conduct authority.
There are some things you can do now. Don't destroy the packaging - I hope you have kept it? Was it damaged, so that the contents could have fallen out? If so, did Royal Mail or the courier attach a note about it having been damaged? Or was the packaging empty, in which case is it possible to prove from the postage paid that the contents must have been missing when posted?
Any evidence you can produce to support your case will help.
How did you fund the payment? If by a credit or debit card, as a last resort your card issuer may be able to help. But again, it may come down to what you can prove.
