Is it possible to find out if a buyer has a unusual history of claiming refunds?

No, eBay does not provide any information on a buyer's history of claiming refunds.
You can sometimes get a clue from their feedback they have received or left. eBay won't allow sellers to mention any problems with a buyer when leaving feedback, but buyers often often give themselves away by repeatedly leaving feedback blaming their sellers.

Looking at their feedback left for others is a good starting point.
Lots of 'the item never arrived', 'faulty but the seller quickly refunded' etc.
Otherwise, no.

Thanks for your response - looking back, there are some negative comments despite eBay's supposed ban, which echo my previous experience with this buyer who has just won another auction. I spoke to Customer Support last night who were pretty helpful as to what steps I should take if he tries the same trick again.
