I tried to cancel an order and have not collected

I made an offer on an item for collection 50 miles away and the sale went through on PayPal without coming back to me. I cannot get this item collected and cancelled within 1 hour of purchase. The seller has emailed saying they cannot cancel as they have already paid fees on this item and are not responding to the cancellation
