The ebay entry offered a Free Collection option. When l asked him about it, he stated that he does no provide a Free Collection option. Isn't this a Misdescription of Goods or Services?

I'm not sure whether you're referring to eBay's click and collect option, or to the seller having offered collection in person?
If the listing offered click and collect, you can select it when paying. pay that way. If the seller mistakenly offered collection in person, these things happen on eBay. There's nothing you can do if he won't honour it. You can either send a cancellation request or, if you have already paid, wait 7 days and then use eBay's money back guarantee (item not received, seller refused to allow collection).

Possibly it is down to the new “improved” section on the listing form, where the first box is collection in person/postage and the second box is postage.
It is very easy to tick the wrong box particularly as the first box seems to be selected, whether wanted or not. I would never go for collection, but on occasion find it is selected, so my listing shows a choice of collection or postage.
This may not be the explanation, but if it is do not blame seller for an unnecessary change to the postage section.

As advised, even if it says this on the listing, you can't force the buyer to allow you to collect.
Many sellers, including me, were unaware that Ebay had changed one of the default settings for newly listed and relisted items.
All listed items are automatically offered with free collection in person. Sellers have to choose to NOT offer this. This change was made, without notice or warning, several weeks ago. A lot of sellers are completely unaware that their items have been listed with free collection in person because they have not specifically deselected this,
