An eBay verified seller has been ghosting me since I’ve filled in a form to claim a guarantee after an item broke for months now. I don’t know how to force them to respond to me and get a refund or replacement.

There's nothing you can do via ebay. They only allow 30 days for claims. They cannot force a seller to repjly and don't get involved with warranties.
You could contact your payment provider about getting a refund. Or if it's an expensive item it might be worth using money claim online:

You can't force them to respond to you.
If it was a UK business seller who provided a guarantee that they are not now upholding, contact Citizens Advice to see what they suggest.
If it is an overseas based account, enforcing your rights can be very difficult.
Personally, if the seller is a UK business, I would ring them and write to them - send an actual letter using a signed for method.

How long ago did you buy the item?

I bought the item in July and messaged them about it breaking in October to which they replied with a form that I filled in and that was the last I heard from them.
