Differing monthly limits

On my seller page it has seller promotions - up to 300 per month, 296 remaining in a graphic. But then below I have the following:

 Can anyone explain why they’re different?

New or infrequent sellers have selling limits until they've built up a good trade record, this limit supersedes any others.
