Combined Postage

Please help before I scream!!!  I cannot seem to be able to combine postage for 2 items I have recently sold.  I have tried everything that the help sections suggests but it just doesn't work.  I keep getting a message saying eBay supports all or part of this payment.

The combined postage option has been missing for some time I'm afraid,and needs fixing.
