Carrier has refused to ship my item

I'm ordering internationally (which I've never had any problems with before). The item has nothing like batteries or anything - it's a keychain. But the carrier is refusing to ship it forward and it was so expensive I'm not willing to let it slide, but ebay won't give me my money back??

You can make a claim for item not received the day after the estimated delivery date.

On the face of it, it sounds as though this should have been covered by eBay's money back guarantee, if you used it correctly.

To be able to help you we need more information: when and how you paid, what procedure you followed to claim a refund and why eBay refused it?
