Ebay's rules about cancellations are really clear and the decision to accpt or reject a cancellation lies with the seller:
'If you’ve changed your mind about a purchase, you can submit a request to cancel the order. The seller can either accept or decline your cancellation request.
If you need to cancel an order, submit the cancellation request as quickly as possible. If the seller has already sent your order, they won't be able to cancel it.'
So, if the seller says the item has been posted, they don't have to cancel it. If you have bought from a business seller, you will be able to send the item back at your own expense.

Why did you buy and pay if you didn't want item?
As said, it is up to seller if they agree to cancel.
