I was messaged by a buyer who told me that a package from me had arrived to him already opened and empty. What should my next action be?

If you use Parts Missing ebay will say it is your responsibility to refund your buyer. Follow Papso's advice and use Arrived damaged and if your buyer needs to send a photo tell him to send one of the empty packing.

With simple delivery ebay issues refund for loss or damage in transit and seller keeps payment.
You need to get the correct claim started by the buyer. They cannot use "not received" because the tracking will show otherwise.
So ask the buyer to use an "Item damaged" return and explain to them why.

They are saying they add a picture, what should they do? Should they say "Parts missing" as part of the claim?

No they have to use 'arrived damaged'.
Photo of empty packet will do.
