Open item not received case, seller has 4 days to prove delivery or refund.
You can then escalate to ebay.
Ignore seller excuses.

Not getting help from eBay as seller messed around with matter, asking to raise dispute of return for refund, yet have never received item, then eBay agent called said to raise dispute under never received, but nothing as sorted, no listed and ripped off.

Click on ebay help, top right of page and open item not received case.
It is automated, but you have to manually escalate on day 4.
