Seller wanted Cash on collection and was unable issue paypal refund, I left with no item & no refund. As the buyer I'm unable to request a cancellation and the buyer isn't responding to my cancellation request. I have an item which was sold. The buyer then asked for a return and I approved the return and issued the refund.   I thought that I would be able to make a second chance offer to the buyer who missed out. However, when I select 'make a second chance offer' from the listing, it appears to be requesting that I relist the item and cannot make the second chance offer. Is this correct? ... View more
