Making a second chance offer

I have an item which was sold. The buyer then asked for a return and I approved the return and issued the refund.

I thought that I would be able to make a second chance offer to the buyer who missed out. However, when I select 'make a second chance offer' from the listing, it appears to be requesting that I relist the item and cannot make the second chance offer. Is this correct?

Either you are out of time, or bidder hasset preferences not to receive SCOs.

In the bid history there would be a link to make a SCO against the underbidder  if it was possible to make one.
