At the moment, if you leave honest feedback as a buyer (that's either negative or neutral) then you have to let the seller know. That's just not right; it's almost as if eBay are telling you to leave positive f/b only. For instance, I've just received an old copy of the Liverpool Echo from May 1977 which the seller claims is a full newspaper - I don't normally leave f/b but on this occasion I might just do that. If for whatever reason you're not happy with something that you've bought on eBay then I don't think you should be bullied into leaving positive f/b. Amazon don't bully buyers into leaving f/b so what gives eBay the right to do it?

I'm not sure what you mean.
If you leave negative feedback, do you really think the seller isn't going to see that, no matter if you inform them or not? Do you know that receiving negative feedback negatively affects the sellers sales?
Likewise, a seller CANNOT leave you negative feedback, if you deserve it or not.

There are certain feedback rules to follow but asking the seller before leaving some is not one of them unless you are buying from a Top Rated Seller, and there, if you wish to leave a negative or a neutral you have to wait 7 days before doing so. This is to give that busy seller time to work out the issue with the buyer solve it, then buyer and seller are happy.
Feedback rules include not mentioning anything about a case, a refund a fake, and of course bad language and name calling all not allowed and the seller could ask for those to be removed.

Are you saying you’d like feedback to become anonymous?
Surely the seller would know who bought the 1977 Liverpool Echo even if nobody else did so I don’t get the bit about ‘you HAVE to let the seller know’.
Feedback is optional. Ebay do sometimes email you after a purchase telling you that you can leave feedback ‘as a contribution to the community’ but they don’t say it has to be a positive or not ‘honest’ so I can’t see where you get the bullying thing from.
If you’re not happy with your item and believe the seller has misdescribed it open a return for that reason. If you don’t want to leave feedback, which is what this seems to be about, don’t.

Did you contact the seller to say it was not what they described?
Did you raise a return in unhappy with the item?
These are steps that should be taken before you leave any feed back
Then its how the seller deals with your complaint that should make the body of your feed back
eg You had a problem the seller dealt with it they give you a refund.
or sounding of in feedback and the seller knew nothing about the problem so has no chance to deal with it.

Work it out with the seller , if you get no joy leave appropritate factual feedback but not with the "obscured" language your using.
Sounds to me like your the one trying to flex your muscle to manipulate seller.s
