Basically when I go in to my purchases & try to leave feedback for items I've bought, some will allow me to leave a pos/neu/neg for the seller whereas other purchases don't allow that, instead wanting me to review the item itself.
I had a terrible experience with one of these sellers where I can only review the item so would like to leave factual feedback but can't.
Why is this?

For Top Rated Sellers, you cannot leave a neutral or negative until 7 days have lapsed.
This is to give those busy business sellers time to resolve any issue, if the issue still not resolved after 7 days, then, if you still wish to do so, you can leave appropriate feedback.

Try this:
My way around this review only restriction is to wait several days until ebay send you a reminder to leave feedback - if you use this to place the feedback it seems to go to the correct feedback page and not that stupid leave review one.
I have done it this way several times now as I also refused to review the item as I wanted to leave good accurate feedback for the seller himself.
It is nothing to do with the top rated sellers - that is a different scenario.

Have had the same prob, wanted to leave positive feedback but just had a review page come up and just couldn't leave any feedback.

From the information the OP has given us, and that is all we can work with, they stated they had 'a terrible experience' with the seller, from that, one would assume they wished to leave a neut / neg. So my answer gave a reason why this may not be possible.
Your info for leaving feedback when not possible, in other instances is great, and will be of help I'm sure to other peeps reading this thread
