Bought some golf clubs from a seller didn't hear from him for a week contacted ebay several times. Finally after 7 day the seller said he can't give me a refund because he's spent the money can I get a refund from Ebay.

Yes, select "Report an item you didn't receive" on here:

and escalate it 3 complete working days later.

he's said he's sending the clubs can I get ebay to stop him doing that

if you do as advised and open a not received case the seller cannot reject it.

To add to excellent advice, requesting a Cancellation is not the correct step here (the Seller can decline). Wait until 1-day after the last expected delivery date and use 'I didn't receive it' to open an Item Not Received Case. If the seller does not refund on time within the INR then escalate to eBay for help (it tells you which date to do this within the Case). Do not close the case for any reason! And remember to escalate to eBay, they will force the Seller to refund you if necessary.

Sorry about your poor Buying experience, as you know from your years on eBay this is not the norm.

eBay will obviously not care if he's spent the money, very unwise thing to do when there is always  the chance of a case  for a refund,  as has happened here.

No money?  No problem,  eBay take it out of their back up source usually their bank account. 

As advised, open a case for item not received,  escalate on day 4 if not refunded beforehand,  and do not close it early for any excuse or promise the seller may make.
