I see others have already asked this question (“I do not have a credit card, is there any other way to prove my age to eBay?”), but received little relevant response, with all manner of ‘real world’ suggestions (from joining porn sites, to showing your driving license!), none of which relate to the exclusive eBay setup.
I can only assume the answer to be ‘No’.
so much for living in an ‘inclusive’ world.

You are confusing requirements, primarily because you were stopped from buying something that shouldn't be age verified.
Jigsaw blades being age restricted is purely an ebay thing. I disagree with it.
Stopping knife sales to under 18s is a legal requirement. ebay are doing what they believe is due diligence. Accepting a 20 year old ebay account is being used by a 38 year old is not due diligence. They should adopt a means to add more age verification methods though.

But nobody needs to be 38 years old? That's an unnecessary jump. The basic rationale should be that the user of an Ebay account that was started 20 years ago MUST be OVER 18.
With our evidently limited options for time travel (in 2025AD) it's beyond fathoming that they have somehow ended up being younger than that. 😁
As for "For example a 16 year old could be using their parents' ebay account."
How will the best available 'due diligence' to 15 levels or more stop that from happening?

With regard to the over-used claim of eBay’s ‘due diligence’, the whole notion is rendered meaningless by the fact that an eBay complaints bod suggested that I got someone else, with a credit card, to buy the cutlery set for me and I buy it from them.

There are always workarounds rendering the most useless and/or unnecessary 'verification' both useless and unnecessary. Even Ebay's customer services seem to know them.
I was going to suggest that the only real-time verification that might just work, should a user's account get hacked by their 5 year old niece, would be an Iris Scan or Thumbprint. But given the pushback we had when Ebay asked for N.I. numbers I can imagine those would be complete non-starters.
Maybe Ebay could call theirs 'Simple Iris Scan' or just Big SIS? 😉

I dont understand the reluctance to get a credit card.
Although they can easily get you into big debt if no restraint is used.
I have a visa card and it is paid off at the end of every month.

Absolutely ridiculous!! Im nearly 60 , dont own a credit or want one so unable to prove im over 18 ....*bleep*!!!! I only want to cut a tree down & need a chainsaw 🤬🤬

Why get one when u dont need or want one just to verify yr age on eBay. The sellers lose out cos I'll take my custom elsewhere 🤷♀️
