This is my first post here after being an eBay member since 2007.
My gripe here is simple. Why are numerous discount codes Offred constantly but can only be used by APP users. I use a PC to do all my internet work etc. I've never needed or trust apps. I think this is really unfair to many users who are like me. I understand it's to encourage people to use the app more but it's at the cost of loyal long-term users.

I, like you, don't use the Ebay APP but have to disagree with you.
Most of Ebay's discount codes have conditions applied - the latest one on offer to me is valid if I spend over £100 on vehicle parts and accessories. I have never bought any vehicle parts on Ebay and unlikely to do so in the future so I won't get the £10 off, that's not unfair it's just a discount that is not applicable to me.

Yes I understand your point perfectly. I'd never need car parts or various other items either. However, I have bought items in the relevant coupon categories and value amounts, but not been able to use the discount codes as it only applies to APP purchases. Having said that, it's not just an eBay trend. Many other platforms are practicing this type of discrimination as well. Even British Gas customers are being cajoled into having smart meters fitted by offering cheaper electricity on various days etc. Moving everyone onto the APP's is fine for those that choose to use them, it also makes it more compatible across several OS Platforms i.e.. Windows Android, Apple, but it's just so providers can close down websites that need to maintained. Leaving the older more traditional users to pay for it all as usual. Anyway..... not much more I can say.
