Cannot access the resolution centre to report an issue of an unreceived item, so no buyer protection

If I cannot report anything to the resolution centre then I have no buyer protection recourse? Buyers are buying and they don't know this or are not being made aware of it?

what happens when you go to the Resolution Centre?

The resolution centre allows me select item not received then won't progress any further says unavailable service, I've pursued it via pay pal, thanks
