eBay Glitch Blocking Buyers From Purchases In Error

My buyers are getting the message saying "this item is only available to buyers who haven't purchased 1 or more items from this seller in the last 10 days" . This is a error, as I have no block settings selected in Buyer Management.

Looks like this is a recuring problem as there are threads going back to last April.

If I add a buyer to the exemptions list they can buy. But who knows how many sales I have lost!

Any one else with this problem and is there a fix?

No one else has reported this issue recently,    so it doesn't seem to be a site issue.

One thing to check , are you looking at your Site Preferences >>  Buyer Management on an app or mobile browser?  Switch if you can to a PC / laptop and use Chrome.  Check there if the box hasn't been ticked next to restricting buyers buying **  items in a period of ** days.
