I'm glad this is optional. We create our own VAT invoices using the information in the sales record so we would not want eBay creating a duplicate invoice on our behalf. I think what is really needed is for VAT registered sellers to be required to upload their own VAT invoice if the buyer is also VAT-registered as well as have the option to have one generated by eBay so a VAT-registered buyer would always be able to download a VAT invoice for their purchase.
On a related note I really wish eBay would allow VAT registered users to see net prices when buying so when sorting by price a VAT-registered seller could see what really would be the cheapest price for them. I recently needed to purchase a network switch but it was hard work finding the cheapest price because the results were a mix of VAT registered and non-VAT registered sellers. A VAT registered seller selling at £50 inc. VAT is really selling for £41.67 where a VAT registered buyer is concerned. eBay doesn't show whether a seller is VAT registered or not in the search results so I had no way of knowing if the actual cost was £41.67 or £50.00.

What would really benefit sellers more is if the 'anonymised' email address that eBay provides would allow PDF attachments.
Our order management system can send out invoices via email as PDF attachments, but if a buyer sends a message asking about an invoice, we have to ask them to provide their 'actual' email address.

That would be a perfect, I really think eBay are missing a trick, the B2B market is huge a simple filter would push these type of sales on. Amazon do it very well with their business account clear pricing and qty discounts offered from business sellers.
I gave up buying for the business on here due to sifting through prices, searching for a good price only to find the the seller isn't VAT registered and when I did find one it was like pulling hens teeth trying to get an invoice.
