Unfortunately I do qualify to help, but the only thing that comes to mind is one of the Rupert adventures which I seem to recall involves sheperds' crooks and lanterns.

Re: the web site. Unfortunately, most of the geeks who know how to set up web sites can't speak plain English, so there is a bit of a communication barrier.
It depends what you mean by a web site. If you want a simple one with only a few pages, and no commercial activity, then most internet providers give you web space as part of your monthly contract. Otherwise there are loads of host companies who sell you domain names and web space for a very reasonable sum, depending on how many adverts and pop-ups you are prepared to tolerate.
Then comes the difficult bit........preparing the content. Again, if you have deep pockets, there are loads of people offering web site production services (IT students often do it for beer money). If you want to DIY, then it is necessary to become familiar with HTML and the web page software packages like Front Page and Dreamweaver. I found this quite daunting, so I enrolled on an evening class (free) at my local college, and after about 10 weeks emerged with a working web site.
I must admit, I've let it lapse somewhat since, as mucking about with web pages is very time consuming.

I fear you need to find someone fluent the alien tongue of HTML. Like the British abroad, I just read from a phrase book and gesticulate a lot.
Seriously, check out your LEA for an evening course in web design. They're all the rage at the moment.
