Do you have first hand experience of that email or phone number actually working? EBay have not answered any phones since the pandemic began, to my knowledge.
Yes, have called them several times during the pandemic. On whatever number they gave me to ring.
And got answers.
Last time probably about 5 months ago.
I've been offered online chat several times but I despise that as a method of customer support.
I won't use it while there is any other way.

Just clicked through on contact us, selecting at random for options, got an option to have them call me.
Not clicked it as I don't want a phone call.
There's also an email option for hard of hearing / visually impaired.
Hmmm... wonder if the contact options vary between seller account types. Any private seller / basic shop business seller want to check options they have under contact us?

If they make mistakes and you can't get redress through customer service channels then they should have a complaints procedure. They profit from our sales. Ebay isn't a charity. It's a business.

Actually you didn't, you asked how to make a complaint. However, if you are just going to be rude to people who might be able to save you a great deal of time, good luck with your complaint.

One of the things I'll be complaining about is that if you have an issue eBay seems to direct you here where you get **bleep** like you being unhelpful, sarcastic and rude to anyone that doesn't understand eBay. It's a **bleep** system.

I spent several hours yesterday speaking to various ebay representavices. Each said Ebay do not provide a means to complain other than you can use the feedback page: "Tell us what you think" (this only allows up to 500 characters) and you will not get a reply to the communication.
There is an email address which is PaymentsinfoUnitedKingdom@ebay.co.uk
This is hidden with the current Terms of Conditions / User Agreement however if you write (as I did) the messages bounce back as 'undeliverable'.
In truth, ebay do not have a Complaints Procedure or decline to let customers know what it is. Basically, every avenue for complaints leads back to "Go back to start do not pass Go!'
