I buy books on eBay many from the UK (I reside in the USA). There are two sellers that recently are unable to send me proper invoices for multiples purchases. I have purchased several hundred (if not over 1,000) books over the years from the one seller and he says he is no longer able to invoice me due to what he says is a technical difficulty that eBay needs to resolve. Sadly, he will not be selling to me unless this is fixed! I have multiple auction wins from him awaiting payment and many others awaiting bids. I typically buy 15-20 books from him and he sends me a combined invoice.
A second seller had me pay for a large group of books individually due to the same problem and then ended up sending me a large refund for excessive postage charges. So inconvenient!
Will this problem be fixed? I hope so, as I wish to continue buying from UK booksellers!

That is correct, there is currently an issue as there is a new payment system and a new Buyer Protection Fee introduced last month for sellers, since then combining invoices has not been possible.
There has been no update for a fix, we are told eBay are aware of the issue.
The only solution is the one , one of your sellers is using, that is , to refund the excess postage as a partial refund.

I was told by the one seller I was dealing with that the problem is fixed.

I'm a UK based ebayer and on 10 March successfully sent a combined invoice for a multiple purchase from overseas, so on that basis it looks like the problem is fixed. However I noticed that in combining the invoice I was prevented from using the Global Shipping Programme for the sale concerned, even though GSP is the only overseas shipping method specified in my postage preferences! As a result I had to choose a carrier and do the stuff normally done in the UK GSP Distribution Centre i.e. establish customs requirements and print postage labels. Although that's not a big deal I'll report it to ebay as personally I would prefer to use GSP for all overseas sales. In the meantime have any other sellers spotted this and if so does anyone have a workaround for combining an overseas invoice without losing the GSP option?
