Use the "Tell us what you think" link or the "Feedback" / "Comments" / "?" link on the search results page to let eBay page developers know about problems with the search or category.
In the mean time, as a workaround, try starting with a search like this:
https://www.ebay.co.uk/sch/i.html?_nkw=cars&_sacat=0&_sop=10
From there you should be able to select years using the filters on the left side of the search results page.
