For years now I have been using a custom template at the end of my item descriptions. Now when I put the cursor at the end of my listing and click on the custom template it mysteriously appears at the top of the page before my item description which is nonsensical. Consequently buyers will not now see my terms etc.

Yes, you are correct. Regardless of where you put the cursor before inserting a template, eBay puts your template at the top now.

Yes, yet another time wasting ebay failure and annoyance. Now have to cut and paste it from the top to the correct position. Doubt it will ever be fixed as it doesn't seem to be a widely known feature so a lot of sellers aren't utilising it. There are so many issues like this that just get left.

I have spoken to customer services about this and they came back 2 days later after consulting the techies and they suggested that it was probably my PC being overloaded with hisory etc. Needless to say I have given my PC a thorough clean and hey presto, the problem is still there. We all make mistakes in life everyday, wouldn't it be nice if Ebay techies actually admitted to getting something wrong just once.
