Does anyone how I can report eBay to the authorities to get my money back? They don't seem to be bothered about it even though I've been chasing them for 2 weeks. They just tell me to wait for an email... that never arrives

Instead of chasing ebay, you would have found a better solution by looking in MORE ACTIONS . I haven't been paid is a good place to start, but you have to open an unpaid case within 32 days, so may be out of time.
Didn't you think putiing I have not been paid in Help & Contact would be better than wasting ebay's time and your time contacting them when it is not necessary
You are not the first person not to be paid so ebay has a system for reclaiming the fee which is charged the moment an item sells. It is not stealing to charge you a fee that you agreed to pay. It is up to you to use the tools provided to recover the fee.
