eBay have STOLEN £49 from me in "fees" even though I haven't sold anything. They don't resolve....

Does anyone how I can report eBay to the authorities to get my money back? They don't seem to be bothered about it even though I've been chasing them for 2 weeks. They just tell me to wait for an email... that never arrives

you sold a phone for £495 and left the buyer a false positive saying they tried to scam you, you relisted and seemingly eBay removed the listing.

eBay charge fees as soon as the item is sold and they have to be paid unless you inform eBay that you did not get paid.

That could be a very expensive feedback violation as you could be out of time to open an unpaid case, try it now -

eBay didn't remove the listing. I don't know what you are talking about... I relisted the item myself.

I informed eBay straight away that I didn't get paid. Furthermore, they have all the information with regards to payments made anyway.

You don't "inform" Ebay that you havent been paid, 48 hours from end of auction you can open a non payment case, you can close the case after a further 4days, your fees are automatically refunded. If it is over 32 days from the auction end date, (or BIN) you are too late and will have to pay the fees. If you are going to sell on Ebay, you ned to do some homework and make yourself aware of the correct procedures.
