Why isn't 'Late-Delivery Rate' percentage based?

Why are the other metrics to be ranked as a 'Top Rated Seller' percentage based, and the 'Late-Delivery Rate' marked as a random number of 5?

 

It's only started to bug me as I've been pushing to get the top-rated seller badge recently... I asked an agent how it was fair to expect for example... Music Magpie to hit a late delivery rate of 5, and be in the same category as Joe Bloggs who might sell 10 items a month...

 

Surely theres a fairer way to do this that doesn't penalise the larger businesses that surely the 'Top-Rated Seller' badge was designed to help? I'm currently on 2 due to COVID and feels like I could lose the status as soon as I gained it!

Just look at recent ebay announcements, they are made to be read.The latest may affect any late deliveries you have.
