Why can't i list more than 10 items when eBay is telling me I can list like 999+?

So eBay is telling me here that I can list up to 1000 items this month, and it expires on July the 1st

But when I go to list my 11th item it says I have listed the maximum of 10 things this month?? Why did eBay say that in the first place??

And no, I am not selling what they consider "motors or classfieds"

You are a new or occasional seller with no recent selling history, therefore you are still restricted. Until you have a proven record of problem free selling, which would normally include satisfactory feedback from buyers, you are not eligible to have the 1000 listings.
