If it doesn't arrive at the global shipping hub in this country, you are responsible. You have to refund the buyer in full, through an Item Not Received case opened by the buyer, and then lodge a claim with the carrier for loss in transit.

If it arrived safely at the global shipping hub, and was lost after that, then the global shipper is responsible. Should a buyer open an Item Not received case under these circumstances, handle it as advised by the other responder.

You need to be extremely careful how you handle this as you could be seriously out of pocket if you try to handle this yourself.

Your buyer needs to open a case for not received and you respond with the tracking number proving delivery to the UK Global shipping hub.

You cite that according to Global T&C you, the seller, are not responsible for any loss or damage in transit once it has arrived at the Global hub.
