And more importantly, you're a business seller so have to accept cancellations for any reason whatsoever anyway. And as you're not registered as a business, and therefore trading illegally, a buyer can cancel a transaction for a full refund for up to 1 year and 30 days. And if you want the item back, you have to pay their return costs too. The law doesn't reward those who break it.  In other words, you're currently a free hire shop for all those buyers who are savvy enough to know consumer law, which most do these days.

Private accounts are only for those selling off their old no-longer-wanted possessions from wardrobe and attic. Anyone who makes, grows, refurbishes, or buys in (new or used) items to sell, is a business, and must be registered as such. Not only an Ebay requirement, but the law. For confirmation, go to Ebay's Seller Centre (link at foot of any page), and for full information, go to the government's website. And note that there is no such thing as a 'hobby seller' in this country, and how much or how little you sell or make is totally irrelevant. So I'd advise you to upgrade your account asap, before you find yourself in hot water with Ebay and Trading Standards.  In fact, if your buyer is one of the savvy ones, they may already have reported you.

Just to add that when you cancel, the Ebay selling fee will be auto-credited back to your Ebay account. But there will be no refund of the PayPal fee, sadly (I'm assuming the buyer has already paid, as the parcel is ready to ship). So you might consider adding this buyer's Ebay ID to your Blocked Bidders List, so there's no risk of them messing you around again.

It's annoying but best to agree.  Go to More Actions, far right of the item on your sold list > Cancel order > Buyer asked to cancel.   The buyer will need to agree to that at their end for it to work.   The refund will be issued automatically.
