I can only go by what I have read, you will be able to transfer or set up a monthly transfer to your bank account.
Paypal will merely be a means of payment. Whether the option will be available to put in paypal I have no idea. Obviously if using paypal to make purchases it would be convenient to have funds available.
As ebay wants to sign up Business Sellers you will probably get information long before I will see it.
What concerns me is that ebay has so many glitches I hope they can keep this new system glitch free.
