Sale limit reached, but i havent even made a sale yet?

Im unable to post my item to sell on the sellers page. I create a template, proceed to the next step and it says "Request higher selling allowance" I continue with the next step and then im met with not eligable. I've been here for 2/3 hours, support aren't reachable, what do i do?

account all verified, i follow all the links and the outcome is the same each time "Unfortunately, you're not currently eligable for a selling increase limit"
