See how to apply to increase your limit on here:
http://pages.ebay.co.uk/help/sell/sellinglimits.html#increasing
It should help if you verify your account. Details here:
http://pages.ebay.co.uk/help/sell/contextual/identity-verification.html
Recheck your Selling account setup carefully, making sure that the account is linked to a PayPal account before you list and sell items ... be aware that it can take 24 hours for listings to go 'live' ... these links should help ... using a PC/Laptop is best >

Selling limits aren't about the number of sales you've made. They're about the number (and £value) of items you can list for sale.
And you're listing items that you've bought in to sell. That means you're a business. Private accounts are only for those selling off their old, no-longer-wanted possessions from wardrobe and attic.
So upgrade your account from private to business. That is not only an Ebay requirement, but the law. For confirmation, go to Ebay's Seller Centre. For full information, go to the government's website.
Once you've upgraded your account, that should resolve your selling limit issue. As a new business seller, you will have selling limits imposed, though, until you've proved yourself to be a good and reliable one.
Presumably you are only trying to sell to the UK? You can't list internationally as a new seller.
