I listed an item for £1 fees, sold the item for £155.... buyer has not paid, has 0 feedback and wont reply to my messages. if i sell to second highest bidder will i still get the £1 listing fees offer?
eBay state that the item has to sell during the first listing period, so by the time the Unpaid Item Dispute has been open for long enough to allow you to close the case down if you still haven't received payment, by the time you close the case down the cut-off date for the listing period would more than likely have expired. Therefore, although you could still make a Second Chance Offer to one of the bidders who lost the auction after you closed the Unpaid Item Dispute without having received payment, the reality is that this timewaster has not only ruined the auction, but has also cost you your Sell For £1.00 Only offer. Therefore, if you have not already done so, add this timewaster to your Blocked Bidders List so as to prevent him/her from purchasing anything else from you and causing you any further problems in the future.

Complete Unpaid Case and wait to relist until the next offer comes along. You shouldn't in any case ever relist or make a SCO until you have recovered the selling fee. In total as an unpaid case cannot be opened until after 48 hours it takes 6 days to complete.
In future just read the T & C of the offer, it tells you what is covered and what isn't.
