Pay £1 Listing, have a non paying bidder, if i sell to second high bidder will i still get £1 listin

I listed an item for £1 fees, sold the item for £155.... buyer has not paid, has 0 feedback and wont reply to my messages. if i sell to second highest bidder will i still get the £1 listing fees offer?
